Federal Historic Tax Credits & Special Assessment

Continuum has extensive experience securing federal Historic Preservation Certification approvals through the National Park Service and preparing applications for Oregon's Special Assessment of Historic Property Program. Our work is grounded in a deep understanding of both historic preservation standards and the practical realities of rehabilitation projects.

Historic tax credit projects require careful planning and coordination from the earliest stages of project development. We help clients evaluate the feasibility of pursuing incentives, identify potential preservation challenges, and develop strategies that support both project goals and compliance with applicable standards. By working closely with owners, architects, and contractors, we help create rehabilitation approaches that are practical, approvable, and responsive to the needs of the property.

Successfully navigating these programs requires balancing project objectives with preservation requirements. Our experience spans a wide range of building types and rehabilitation scenarios, allowing us to provide clear guidance throughout the process. Projects that have followed our recommendations have achieved a 100% approval rate.

We also prepare applications for Oregon's Special Assessment of Historic Property Program. This property tax incentive freezes a commercial property's pre-rehabilitation assessed value for ten years when qualifying improvements are completed in accordance with historic preservation standards. For many owners, Special Assessment can be a valuable tool for supporting long-term investment in historic buildings.
